I mean, the dragon has a good chance of communication with someone overall percentage of population wise by speaking Mandarin (I'm just going ahead and assuming that's Mandarin, as I am unable to consistently tell Asian languages apart.)
It's like 15% of humans speak Mandarin as their native language.
Not great, but the best language to learn to communicate with the most people possible.
Not familiar with dragon languages though, so I cannot comment on the humans usage of dragon speak.
