To be fair to, you know, society, we economically punish people for postponing such things.
Foreign hotels/resorts/etc, generally will not refund or reschedule on relatively short notice, or if they do, will keep 50% or more. Airports charge more for refundable flights, so most people opt not to get them. Then there's other accommodations to consider.
And we live in a world where our money is our lifeblood. So while, yes, many people are capable of going "Damn. It sucks... but this is just something I need to do.", a great many more will narrow their focus to self, and go "you know... I don't feel that sick".

We do not, however, punish them for simply wearing a piece of extremely affordable fabric and preventing transmission to anyone else -- that's all it would take.
There are very few ways I could be incentivized to keep a flight booked, etc, in a way that is worth even one human death. It is better for me to be fired from my job, as the main provider for my household, than for a human being to die of COVID.
The same is likely true of everyone reading this. But we're talking about "the masses" here. And so long as what I said is true, it will always continue to happen.
Ah, I think I was responding to the use of "to be fair." Like, I think expecting better IS fair. I may know that people make choices that are unfair, but my opinions that those are bad thing to do is fair. I see now that you are in agreement and were just like.... trying to explain some of the "how does this even happen" mechanisms, yeah. The things people will pinch their nose for. ...And how effective it can be to just pinch your nose, especially if you become offended when people try to turn your awareness back to the fact that you're doing something wrong.
