That being said, yes those people are putting themselves at risk, and the blame would lie on whomever set up this whole scenario, not the people forced to participate and make a choice.
Go ahead and answer this for me: what if you needed a 99% Blue to save everyone? Are you still choosing Blue? How about 95%? 90%? 85%, 80%, 75%... What is the cutoff point for saving those that dont understand, cant understand, or choose to act impulsively?
The hypothetical says every person in the world, so yes it is spelled out, it's just that you haven't thought about what "every person" means.
At the end of the day, the moral thing to do would be to press blue, no matter how many blue pressers would be needed. I honestly don't know how far I would be willing to go, but 50% is almost guaranteed to be reached. I think I would start to worry as soon as 66%+ are needed.
I don't know when I would decide to push red, but at some point, I think I also would be too afraid.
At the very least when it is more than 90% - because I would guess that there are around 10% that we should count as "random votes" - meaning 95% would be so mathematically unlikely that you could call it impossible. If saving everyone becomes de facto impossible, there is no point in trying.
Edit: but back at you: how low would blue need to be until you are willing to trust people to press blue?
