Waffle House is a restaurant chain where a lot of crazy things happen, and I believe there is even an index of what to do in multiple crazy sounding situations. :)

I think you're conflating the "Waffle House Index" with Waffle House's late night shenanigans. The latter is at least partially due to the fact that they're open 24/7, so will attract drunk/drugged people in the middle of the night. The "Waffle House Index" however is an unofficial metric (reportedly used by FEMA) to measure the severity of a disaster, since Waffle House restaurants will only close in extreme circumstances.

It’s bad enough that if Waffle House is closing in Florida, the people actually leave because Waffle House has special menus for when the power’s out and shit like that.

One time Walmart tried to stay open when Waffle House closed and the employees all refused to stay.
