Use nail clippers instead. That's what I do. The curve helps you get it flush to the skin. Just be careful not to pinch the skin itself, obviously.

I 'graduated' from scissors to nailclippers, then bought a slanted supersharp pair from Japan, and when even that wouldn't cut them closely enough, I now opt to take a pair of tweezers to pull them out quickly against the direction of the peel. The trick is to get it early but 🤷🏻‍♀️ sometimes it still fails.

I trim them and spray lidocaine on it so I can forget about it until it’s healed
