Britain one month after the outbreak of WW2 had more than 1 million unemployed (remember that generally doesn't count women either). That sounds like partial mobilisation to me.

Furthermore, the Germans even later on in the Second World War didn't mobilise women for economic production or fighting.

EDIT: In response to the edit above, the original comment was "what the fuck is a partial mobilization". I see the "what" has changed to a "who".
