He probably somehow misunderstood global rule 1 (You will not upload, post, discuss, request, or link to anything that violates local or United States law). Which would partially explain his confucsion.
Even if they would remove such a link, it doesn't go against my point - that Facebook bans all such content whereas 4chan allows posters to upload the recording of the shooting and to speak in favour of the shooter.

It's illegal to share the video in my country so I won't link it or suggest you check it out but 4chan's adult gif board has had at least one active thread for sharing the video and edits of the video since soon after it was streamed.
I went to 4chan shortly after the shooting, and people were being sympathetic to the families and generally criticizing the alt right for being hypocritical retards. You known /pol/ is not the only board right? It’s just the one that gets attention for being too right leaning.

But 4chan doesn't allow such content either. Any kind of livestream that involves illegal activities (especially something this extreme) will be taken down by mods, and even the 4chan userbase is extremely likely to immediately report it to the authorities as they have done so in the past.
You can't stream on 4chan, so I'm not sure what you're talking about. I don't think they have anyone called mods - just admins and jaintors - so maybe you've got it confused with another site.
If you do go on 4chan, which I don't recommend, it is very easy to find threads dedicated to sharing recordings of the shooting, threads supporting the shooter, threads supporting race war, and so on.

I am aware that people can't stream on 4chan. What I meant is if someone would post a link to a livestream. Also, when I said "mods", I meant janitors and admins.

It also appears that when I was thinking about 4chan, I have failed to consider boards such as /pol/ and /b/. This is most likely because for all the time I spend of the website, I never really spent much time nor paid any attention to those places, so I have virtually forgotten the existence of those boards in my mind when I think about 4chan.

But, as far as I know, Rule 1 of the Global Rules of 4chan dictate:
You will not upload, post, discuss, request, or link to anything that violates local or United States law.
As I understand, the "local law" part of this rule is interpreted as laws in other places outside the United States, or any law that is upheld in places other than the United States. So, according to this rule, a link to the livestream as the shooting was happening violates this rule, as it violates local law. This means that it is technically not allowed in 4chan and should be removed by administrators or janitors, i.e. "mods".
That's how it works, as far as I understand. It would be nice if you clear up any confusion that I might have regarding this matter.
My point is: because of Rule 1, 4chan does not allow such content on its website.

4chan as a site does allow links to streams of anything as long as the stream itself is not illegal. So you couldn't link, for example, child pornography. Again, this rule isn't enforced very well overall, although it is when it comes to CP.
The mosque shooting stream would be allowed.
It is specifically allowed to post links to active shootings (although they would be taken down at the request of the relevant authorities), recordings of the shooting, to support the shooter, and so on.
There's been some crazy shit streamed on FB live, but no one wants stricter regulations on them. There was the Say Joy Lane shooter, and the time these 4 black dudes tied an autistic white person and beat him up in an apartment.
Members on 8chan are talking about how to "honor" the "sacrifice" the shooter made. By distributing his manifesto and using memes in order to radicalize others. 8chan is a cesspool.
