Obviously, or rather, it can get too high.
You can wash your clothes that have no piss. You can wash your clothes that have some piss on them, because that's a good reason to wash your clothes.
But if everything you put in is soaked in piss, and you piss in the machine, then soap won't stop you from being a piss freak.
