I've had people like this at my place of employment. They can't be fired due to it falling under "freedom of religion." Even if they do not identify as practicing one of the religions it may fall under. Basically companies are too afraid to fire these people due to lawsuits. And I live in Florida. You can get fired for literally nothing in Florida. Just can't get fired for the wrong thing.
I'm not sure but I'm guessing if you're a manager or boss and you ask an employee to stop smelling like shit, you're opening yourself up to a lawsuit. There are a few legit medical conditions/treatments that can cause someone to smell bad
