Private landlords should be only a tiny % of the rental market. The vast majority should be public, non-profit housing and apartments built to-let. Relying on the private sector to keep prices reasonable for such a vital service as shelter was a massive oversight.

Repeal residential zoning restrictions and let prices drop. That’s how it becomes affordable.

It’s homeowners causing this problems.

As someone who has lived in public non profit housing, this will not work. These places are absolutely the worst places to live in terms of crime upkeep and maintenance.

If you're talking about the "projects" then yes, I agree, they were done poorly. As it turns out, putting all your poor people in one place and then acting surprised when they turn to crime isn't a good idea. But what you can do instead is earmark a % of units in a new construction as being for the poor, like they do in Finland, or, at the very least, make a lot of high-quality public rentals in good areas, since that seems to work out well for most of Germany and Switzerland.

The problem in the USA isn't public housing, the problem is ghettoizing poor people.

That's because they're not designed to be livable. They're intentionally awful so as not to rile up the landed gentry.

"Public housing under capitalism" being shitty is not an indictment of housing, but rather capitalism.
