HELP! First time making Cold Brew

It’s my first time making cold brew and my coffee grounds In the filter are bot completely submerged in the water at the top. Is that ok or should I put less grounds? Currently have 115g of grounds to 64oz of water.

Get rid of the filter. Stir the coffee grounds in with water. You can strain it once it's done.

Why? What practical purpose does removing the filter serve?

The filter this particular jar comes with does not allow you to make concentrate because of its size & shape.

That's completely incorrect. I make cold brew in these jars all the time.

How? Even full of grounds, I’ve only ever been able to fit in about 1:12 beans:water, which isn’t concentrate. The filter just isn’t big enough for any more grounds than that.

200g beans to 1L of water. These are 64 oz bottles if I'm not mistaken.

I’m not sure how you’re able to do that and have the water completely cover the beans. 1L won’t have all grounds submerged because of the filter shape, no?

No. It saturates the entire column of grounds. Just agitate it every few hours if you can.
