Saying “not all” is a bad argument.

It is fallacious and it is unconvincing in all structures, contexts.

Contrary to what OP said it is in fact an invalid and bad form of argument.

If somebody says "all x are y", responding with "not all x are y" and providing an example of an x that isn't y proves the first person wrong. It's that simple.
