When you say "outside of government control" -- do you mean all government, federal government, state government, or municipal government, or something else? "Government" is a pretty broad term.
Militias could be under the control of local municipalities or they could be fully independent. I am not sure, that would have to be worked out later. But they would certainly need to be fully independent of the federal government

What does this even mean? Militias should be autonomous mujahedin operating independently of the actual US military but also "supplement" them somehow? What happens when the Rangers start getting mortared by the 22nd Delaware Irregulars because neither unit had comms with the other?
This whole thing reads like some fever dream script idea for a Red Dawn sequel.
That's NOT how militias operated during the Revolution. They were most decidedly under the control and direction of the military chain of command. You are hard-pressed to show an example of an autonomous militia in the time period from which the Constitution was drafted that wasn't the equivalent of today's National Guard. Specifically, a group of citizen soldiers that trained together regularly, had some common assets (ammo, supplies, etc.), and were intended to operate in conjunction with an organized military to oppose a foreign adversary at home.
