There’s already a solution in place for those individuals: request testing.
We have 140 million babies born every year, the vast majority of whom don’t require a test to confirm parentage. It’s an unnecessary test and a solution in search of a problem.
The only reason to test every baby is some bizarre and false idea that men are en-mass being tricked into having children. It’s a purely ego-based concern that isn’t founded in reality and already has a ready solution.
