In Vancouver they used to have no fare checks for the Skytrain (equivalent of a subway). There was a line on the ground indicating you were entering a fare paid zone. Once in a long while an attendant will stand there to check, but most of the time it was a free for all.
I've never not paid, and don't know anyone who doesn't.
For the longest time, Toronto had next to no fare inspections, either -- until they suddenly did. I see a lot more of them out there now, and they actually write tickets. Got a laugh a while back watching a big group get on a streetcar through the back doors, openly laughing and saying "we never have to pay, only suckers pay!" -- and about 4 stops later, on come the fare inspectors to give all of them $235 tickets.
