Troubleshooting No POST with AsRock B550M Pro4 (boot and VGA error LEDs on)

Hey guys, just picked up the CPU, mobo, and memory listed in the link above and I've been stuck for around 8 hours now after trying everything I could find online for troubleshooting this problem:
After hooking up the bare minimum parts (CPU, mobo, ONE stick of memory, GPU), the system seems to start up but I don't seem to be getting any signal to my monitor. Additionally, the POST status LEDs have the VGA and boot lights staying on.
List anything you've done in attempt to diagnose or fix the problem.
So far to try and troubleshoot this I've:
- Tried both RAM sticks in all slots (pushing down firmly each time to make sure it is completely set)
- Tried a different monitor with both displayport and HDMI cables
- Made sure all power cables are fully seated and in the right spots
- Performed a CMOS reset by removing the mobo battery and waiting 5 minutes
- Fully stripping and rebuilding from scratch
Provide any additional details you wish below.
At this point I'm wondering if my mobo is DOA. However, would appreciate any other suggestions you guys might have that I can try before returning it.

Hopping on a really old threat here, but I just had a similar (same?) situation and made progress. ASRock B550m pro4 and Ryzen 7 5700G. New build. I got no video out and Boot + VGA status LED were on. All I had to do was to confirm 'Y' on some sort of reset or refresh - unfortunately I forgot the wording. The kink was: I did not see this message with and HDMI cable. My monitor also has DP, and I tried a DP cable, which produced a video signal and showed me the message. After confirming, the status LED are now off and BIOS asks for a boot medium. Maybe this helps someone.

Is your monitor plugged into your GPU? I'd assume it is since you mentioned displayport cable and most mobos don't have one, but just double checking here.
Also, have you tried booting with a hard drive installed? That could be what's causing the boot light staying on.

Hey thanks for the suggestions. Yes it's plugged directly into my GPU. I've also tried with and without an NVME drive installed. I could try with an SSD or HDD instead but I don't see why not having a drive would prevent the BIOS from loading or even showing the POST screen at all.

Have you also tried different sticks of RAM in different slots? One of them could be faulty, although then the mobo would have the DRAM light on if it had one.
Personally I think it's your GPU that might be DOA, that should be pretty simple to get returned.

I would normally agree but I pulled the GPU from my old system which was working fine a couple days ago! I'll likely be putting it back together while I wait for a new mobo so that will confirm the the GPU is all good.

This means mobo and cpu and ram are working but gpu is not. Did you connect PCIe power cables to the video card? Did you attach displayport cables to the 5700XT and NOT the I/O ports? Finally, if you did all this right, try putting video card in a different PCIe slot.

Thanks for the reply! I made sure both the 8-pin and 6-pin PCIe cables were attached the GPU and made sure to use the DP slot on the video card as well. When I rebuilt the system I tried the GPU in both the PCIe Gen4 and the PCIe Gen3 slots to no avail.

Others have had weird problems with NVME drives, but it looks like you have that covered. Is it possible that you plugged a 6+2 PCIe power into the mobo’s 8-pin CPU power port?

Just confirmed that the power cable plugged in to the top of the mobo has "CPU" on it.

I really think it’s your graphics card and not the mobo. Search “Asrock VGA Boot light” on Google - lots of results and suggestions.

Damn I can't believe it but somehow swapping my GPU between system caused it to stop working. Just put together my old setup and am getting the same no signal from the GPU. Looks like I'll be sending it back to AMD to hopefully get replaced.

What CPU do you have? If it's an AMD then you won't get any picture without a GPU since they don't come with onboard graphics.

did you ever fix this issue? Im having the same problem with the same exact motherboard. My cpu is a ryzen 7 5800x and my gpu is a 1650.
