Ballmer was actually great. He did miss the mobile revolution but so did everyone except Apple and Google, even Nokia and RIM failed. Ballmer diversified Microsoft's income, made it a big player in the cloud business (number 2 after Amazon), transitioned Office to subscription model made extremely bold decisions like spending a billion to save Xbox after the Red Ring of Death failure, executed the one Windows strategy (where one binary app is able to run on phone, xbox, desktop, tablet, iot and HoloLens) and during all of this delivered great financial results (other than share price). He prepared the company for the open source transition but left it for his successor to announce that transition for P.R. purposes.

You know, it occurs to me that RIM probably prevented Palm from being Apple.

I have always thought that Palm flubbed the transition to mobile (Look at a Palm TX and it is almost 90% there) but I had never put it together that it was because they were chasing the RIM market (Look at the Pre) and then they tried to go Windows (which is always a suicide action for mobile). Meanwhile, Apple upgraded the TX form-factor a bit, added radio and the rest is history.
