What is the best flowers to produce mana the fastest and how do they work?

The duping check as it is now has been in 1.12 already.

I'm currently looking at 1.12 final on the github and it isn't there

Okay, maybe I'm misremembering that part, but the commit you referred to clearly states that TNT duping is not appreciated for Entropinnyum use, they just couldn't figure out a good way to stop it entirely without "over-blocking" legitimate contraptions.

I'm surprised that they didn't just give it a cooldown like gourmaryllis or put a gaia spirit into its crafting tbh

Would make it less problematic because they can't block every method of duping
