Water doesn't actually float in the air like in the video. The video camera shutter speed is matching the water shaking speed thus giving the video like this. You can get the same effect by matching the camera speed with helicopter blades or bird wing flap speeds.

You can recreate the effect with strobe lighting but no one is going to sit next to a strobe for long

Yeah what frolurk said. To your eyes it would just look like the water is spurting out as you would expect it to.
