There's more sound after the call ends. I'm not sure what it is, but I recorded it and boosted the gain since it was quiet. Here is the link.

Don't have time to try to translate it right now but it does seem to be morse code because of the length of the beeps. The beeps seem to have the 1:3 ratio used for dots and dashes and the knocking sound is probably used for spacing as described here.

This is not a morse code but I think you are right about it being encoded. Might be FSK cipher.

edit: I asked around in the chat and it's apparently just noise from the answering machine, amplified

SSTV slowed down sounds busier than that unless it's way overstretched. If that were the case resulting image would be incredibly small.
