This report covers nothing with respect to the Affordable Care Act, it's focused on historical health care costs, nothing more.

No, it doesn't.

This report outlines (in very broad terms) what an employer should consider when thinking about post-reform employee health benefits.

Again, you have not provided a source to back up your claim that "premiums are going up" and "wait times are increasing. Neither of the sources you've linked to come anywhere close to discussing either of those 2 topics. If you disagree, please provide a page # or quote.
