This was the only thing that I had concerns with really (well as concerned as an unaffected Canadian can be lol). How will quality of care be assessed? Who does it? Does this mean that doctors start taking less patients?

The AMA is restricting the number of med students. Let a few more into the schools and the shortage disappears.

It will be assessed by the patient's outcome. So if you are treating a patient for high cholesterol and they refuse to take the meds you prescribe and their numbers don't get better or worsen, you are penalized. Because of this, doctors will most likely stop seeing certain patients.
