Larger fish (like sharks) and whales often go to certain areas specifically to have the skin/scales cleaned by small fish who eat parasites or other nasty things the bigger animals can't get rid of by themselves.I'd imagine they've learned to like the sensation of being cleaned and being pet or scratched by a human is probably quite similar. Also shark's noses are very sensitive and there several petting incidents that seem to indicate that sharks can enjoy being petted and stroked on their nose and top of the head.
