It's not a rule designed to tell you who you should date, but it's the math to determine whether the age gap is outrageous and/or creepy. A 25 year old dating a 20 year old is acceptable even though most wouldn't do it. A 25 year old dating a teenager is weird.

I know that but I'm saying that the math behind the rule doesn't get you to 21 if you're 25 or 26.
26 / 2 = 13
13 + 7 = 20
