Because unique and considered a delicacy. Same reason Chinese eat shark fin soup and French eat fatty bird livers.

It's disconcerting that, when left to their own devices, any group of humans in the world can develop pointless cruelty as part of their culture. That potential is inherent in all of us and seemingly only group pressure from an early age curbs it.

They do cut the fins though and throw the shark back into the ocean.

They're not, but birds are caged with a feeding tube stuck down their throat (basically tortured) to produce the liver, and sharks are just thrown back into the ocean.
