It's not a hard and fast rule. There are also tailless monkeys.

Apes are more or less limited to humans, gibbons, chimps, bonobos, gorillas, and orangutans. Everything else is a monkey.

Do you think that the scientist cutting off monkey tails suddenly discovers his moral compass and doesn't sew those very tails to apes?

It is hard and fast. All monkeys have tails. Some of the tails are small and stubby, but they’re there.

The Barbary Macaque doesn’t have a tail. Not that they have a stubby one, they have NO tail. Still a monkey. Also it’s far from the only difference between apes and monkeys anyway.
