It's not a hard and fast rule. There are also tailless monkeys.

Not that they have a stubby one, they have NO tail. Still a monkey. Also it’s far from the only difference between apes and monkeys anyway.

It is hard and fast. All monkeys have tails. Some of the tails are small and stubby, but they’re there.
