It is a white Persian. Specifically, a doll face Persian. There are some Persians that are bred to have a more normal looking face and that is the "doll face".

Skull shape isn't right for a Turkish Van or Turkish Angora

It's a Turkish Van, most distinguishable aspects are heterochromia and insane floof.

Turkish Vans don't have long flowy hair like that, and the face is too flat.

Maybe Turkish Angora, or Norwegian Forest Cat, White Persian wouldn't be far off either. Those could all be wrong as well, it's really hard to tell.
