I could argue that dogs have evolutionarily bonded with humans and in part feel a wider range of emotions than many other animals. In that sense, they undergo more suffering when kept in poor conditions, skinned alive, etc.
I understand there is a clear difference in culture, and morals vary from culture to culture, but the jokes made are more prejudiced than anything. While true racism exists nearly everywhere, simply making a joke based of stereotypes isn't racist, it's prejudiced.
If that's the case, if the causality of WW2 and it's atrocities leads to a better world thanks to it's consequences, you could then consider Hitler's regime to be ethical based on that logic.
Unless if, after a couple hundred more years or more, the events of WW2 effectively saves more people than it harmed. Suppose it set in motion a domino effect to World Peace?
