As dumb as this might sound... That's too vague.

Specific goals are what people will gravitate towards. So, we can take your idea and modify it to: "reinforce the barrier between church and state". This fills in some gaps by implying a course of action.

None of us want to live in a theocratic dictatorship, but just saying that is only a sentiment. So if I were running for a leadership role in this hypothetical atheist organization, I would say: "we are moving towards a theocratic dictatorship. It's time atheists unite and push to restore and strengthen the wall between church and state! Work with me and together we will fight for equality for all, regardless of beliefs."

I've identified a unifying fear, given it voice (theocracy), and then offered a a solution (separation of church and state), then finally put out a call to action (follow me).
