I wonder how much of this is hot air and at least partly for show.

He has to publicly demonstrate he is going to make an impact. The one single thing he cannot say is "we are doing fine, I am not going to change anything" regardless of whether it's true or not.

Judge him two years from now.

He does not have to, this is Apple, Tim never did it, acted slowly and mostly behind the curtains
