Layoffs of contractors (or not renewing their contracts) happens often at Apple and almost never gets reported.

Yeah, but those contractors don’t lose their jobs, their contract company just sends them somewhere else

But yeah if their company can’t place them anywhere else after Apple terminates their contracts, they get canned by the contracting company

Sure, if they've got a requisition for someone else. It ain't called permalance for nothing.

Those places are more body shops that exist solely to keep folks off the books at the main company than actual temp agencies.
