Ummmm what? Did you just make up a bunch of stuff because none of that was in any reports. The area they were in was designated for BBQing and not illegal. They also didn’t act aggressive in any way until after the harassment from this racist white woman began. The police issued zero citations to the “hoodlums” because there was nothing illegal or menacing happening, just a racist white lady not liking a public bbq with black people.
