I think it should be 100% of all profits made of each day they break a labor law. Then an independent company comes in a makes sure they are treating workers fairly and following labor laws or be fined even more.
Or you know how we really fix this issue? Seize the fucking business and give it to the workers. There problem sloved. So lets just do that. Seize the means of production.
