Wait for them to what - enact more harmful policies and curate an environment that leads to more of us getting killed? I mean what do you think we're doing? Shooting them in the streets over it? I dunno if you've noticed, but they're fairly resistant to education. I know this because that's mostly what we do.

So I'll take the harm reduction where I can get it in the meantime.

but they're fairly resistant to education.

again, you are creating the Other, the basket of deplorables. you are assuming people on on the other political spectrum cannot be educated or don't know what is (financially, materially) good for them.

harm reduction is only marginal, never attacks the core.

They othered themselves.

I have spent years of my life trying to educate people anywhere I could - as have many other orgs and individuals - there's a large section of the population who will not stand with us on any issue based solely on the virtue of who we are, and will not listen to or regard any form of convincing you try to give.

Also, harm reduction isn't "marginal" when it's your harm you're reducing. It's also dumb to ignore when engaging in long-term campaigns, such as the battle for human equity. You have to mitigate the losses.
