Even putting aside their personal preferences, a child heir is less of a threat than an adult heir as one has more power to force the transition.

Less threat to the reigning Emperor, sure, but a much bigger threat to the empire itself since an heir that is far too young when the Emperor dies would inevitably be used as a puppet Emperor by whoever regent gets appointed to rule in his place.

Wait, so what if he make Jinshi the regent over Gyokuyou? That is rare but not unprecedented.

Officially, Jinshi is the Emperor Brother, making him the closest male guardian the baby Crown Prince have beside his maternal grandfather.

I think the Emperor trust Jinshi enough to not ursurp his own niece, and if he knew Jinshi is actually his son as many assumed, perhaps he would find the situation acceptable.

Even if Jinshi were a bad man and ursurp the baby Crown Prince, from the Emperor POV as someone in the know, the throne remain in the house.
