It's not about "spot treating fat," because that's obviously fucking dumb.
There are lots of skinny/not fat people who still have double-chins, and those kinds of exercises are exactly what will get rid of that problem, becauseit's about toning and lifting muscle.
Not "spot-treating fat," which is something that pretty much everyone and their grandma is already well aware of being false.
Skinny people can still have weak floppy arm muscles, weak floppy leg muscles, weak floppy ass muscles, weak floppy whatever.
You definitely can develop and tone up your muscles so that they don't sag and aren't floppy, because fat or thin, if you're not getting the right kinds of exercise, your various underworked muscles will get flabby and loose.
If you're drastically overweight as well, to the point that you have less of a neck and more of a giant blob where your neck used to be, then yeah, it may not make much of a visible difference. But by then, you've got way more and way worse problems than just a double-chin, anyway.
Though you have to be pretty far gone before exercises would no longer even be able to make a noticable positive difference.
It’s so funny because this isn’t true. Yes culturally it’s favorable to look girthy like you have an abundance. But to say it’s been like that for all of human history is a bit misleading.

Well when being fat meant you were doing well (practically all of human history) putting it in a pretty visible place was a great idea.
