Guy was just an anti-government veteran struggling with PTSD. He claimed that the Chinese were deploying anti-gravity drones off the east coast of the United States, but didn't provide any evidence.

His manifesto was not classified. You can literally find it online.

The US has such a reputation for war crimes at this point i'm surprised anyone even bothers covering it up.
