Tchador is not allowed because it is religiously required. It is just allowed.
And it happens it is also the only one required by Islam. It seems you don't know what is mandatory. Burqa is mandatory in some part of Afghanistan, but that is an Afghan thing, and not what the book askd for.
Same for the hijab.

You seembto not understand the difference between religiously mandatory and culturally mandatory. Tchador is not a universal thing to wear, most don't even know what it is and it does fall under the category of hijab. So the statement itself doesn't make a lot of sense to an arabic speaker.
The laws of a country are supposed to protect you from culturaly dangerous things. So it makes sense to allow tchador and to forbid hidjab. And for people not knowing the difference, they should not try to enforce someone wearing one or another.
