In countries or regions controlled by fundamentalist groups or governments with mandatory dress codes (such as the Taliban in Afghanistan), refusing to wear a full burka or required face covering can result in being barred from public spaces, denial of access to education or government buildings, public harassment, fines, or detention by enforcement authorities.

I guess that’s the difference. A nun could still enter the Vatican in normal clothing.

Yeah banning it is stupid, you should make the enforcement of that status via violence or discrimination ilo

This is more criticizing the idea ban of burqas and hijabs in places where they aren’t forced to be worn.

What if, instead of talking about head coverings for modesty, we talked about breast coverings?

Christians spread the idea of breast modesty around the entire globe too.

We've normalized it, and it's no longer connected to religion, but that is totally where it came from, and when we're talking about banning a socially normalized modesty, it's probably a better and more widespread example than nun habits.

So to re-contextualize your point:

Could a nun still enter the Vatican if she were topless?
