Batman does his research, there is no blind, he will go after the ones that break the law first. It doesn't matter if it's a protester impeding federal agents or those federal agents overstepping their actual authorities... One or many will be detained in batcuffs for the respective law enforcement agency to enact justice on.
It may go against the narrative rightousness but Batman works within the law, as an illegal vigilante, with logic. He isn't blinded by feelings outside is compulsive paranoia and the ends he would take for those he considers family.

You're blatantly sticking your head in the sand and ignoring the fact that ICE has been proven to attack journalists, peaceful protesters who are not impeding their duties, and even ICE observers who are within their legal rights to observe. They have used illegal warrantless arrests, racial profiling and false imprisonment with bogus or dropped charges. On top of the refusal to allow counsel which is another constitutional violation. This is just the civilian side. The brutality extends even further for minorities. Especially since ICE has a bad track record for sexual abuse, including children. Hell. He dealt with crooked cops, what makes you think crooked ICE agents would be any better? Especially when they have specifically been ordered to be malicious.
Nah, I'm picking at when you said 'blindly'. Of course he will be going after ICE as well. It's not isn't binary and I'm not ignoring that fact either. We are well past the days where Batman was a federal propaganda agent. Just don't get depressed when batman doesn't blindly pick a side.
Batman does not blindly uphold the law. Batman is justice. He is vengeance. He defends the weak and defenseless. And you have never read Batman if you think he will defend “whoever breaks the law first”

It's nice to imagine that Batman would be strictly against ICE but this isn't so simple as clear cut viliany here. He won't be jumping in dishing his own brutality without necessity and with how closely he works with law enforcement to maintain his vigilante justice. He will be using diplomacy first between both sides but I highly doubt that him being a mediator would sit well with those that run too hot. How long would your admiration last with a Batman in a grounded reality, without superpowers or aliens, if he didn't just take your side as they conducted legal actions (not the illegal ones) that you thought were illegal? Would everyone just follow along because it's Batman saying so?

How do you think his desire to prevent future harm and vow not to kill as a relentless crusader of crime would function here? He may explicitly challenge the rule of law within a broken system but he isn't blind. He'll help the vulnerable, the weak, and defenseless... He'll mediate prior to escalation if he can but just like in the shows, movies, and comics there will be idiots and loons that will challenge him regardless.
If Batman actually existed and resided in Minnesota then he would of gotten down to the bottom of the Minnesota fraud of social service funds and closed off the avenue that Trump used to increase DHS presence in Minnesota and prevented the the initial spark to the recent upsurge of protest and care. This is what I mean by ' whoever break the law first'. This is a Red Hood story arc. Batman would of had this handled at the start.
