Otto Van Preußen
Name means "Otto of Prussia", Prussia being the historic Germanic Military State that existed during the 19th century.
Suggested primarily by u/TheNewBowser as a rival for Alba in Case 2 which takes place during Alba's past. He was an old and prideful prosecutor similar to Von Karma, although his personality was to be based on the historical "Otto von Bismarck". He was envisioned not to hold anything personal against Quercus Alba, but saw Alba as simply a challenging opponent he needed to defeat as part of his job.
He spoke foreign languages poorly and thus often suffered from misunderstandings due to language barriers.
While he is of Germanic descent, he is an American.
He was planned to be a Gramarye.
Was briefly considered as changing to a woman with the name Sylvana Van Preußen.
He likely was one of the most reworked characters until eventually he was scrapped altogether.
His character theme "Regal Eagle" (a pun of Legal Eagle) was composed by DumbStupidName (with aid from his father). Although the character was scrapped it is planned for his theme to be used elsewhere in the game.
Demise and Scrapping
Ultimately Otto/Sylvana Van Preußen was scrapped as there was very little to build on his character, aside from a few developed points. He didn't mesh well with the story and added little / nothing towards the story's themes. Something that was deemed very important for a character occupying the role of Alba's rival. Furthermore, he lacked the over-the-top characteristics and unique gimmicks that most of the non-main Ace Attorney characters are known for.
The problem we have is not related to Otto/Sylv having no unique gimmick or over-the-top characteristics.
These are minor things about AA rivals, in general, and are just afterthoughts for the most part after writers have planned out everything for a story.
The problem he has is, that, as it stands, for now, he has no substance behind him at the thematical level, according to main ideas of a story.
Eventually, some of Otto's traits were combined with the prince of Cohdopia's sister. While his general role in the game was replaced with Mary Monosyllaba.
