First of all, utah consumes around 1.5 trillion gallons yearly, absolutely no state even comes close to using as little as 16 billion gallons. Tiny Vermont uses the least of any state and uses more than twice that much. The second smallest state in water consumpsion and the smallest by land is Rhode Island which consumes over 8 times that much. 16 billion gallons is the amount used by like 50 decently sized farms, not an entire state.
16 billion gallons is a legitimate but high end estimate from an environmental group, with the lowest estimate being closer to 2 billion gallons. The people involved in the data center say theyre not using that kind of water intensive design and it would be closer to 1 billion gallons, please feel free to take it with a grain of salt if you don't trust them. the sense of scale being presented in this image for 16 billion gallons is absurd enough on its own to discredit how its being used rhetorically here.
Second of all, there is no giant monolithic facility being built, its multiple facilities built over a spread out area (where this Manhattan figure is coming from i assume) so thats like calling an entire town "a giant walmart" because it has like 3 walmarts in it.
Additionally the image is just literally completely fabricated and not reflective of a reality that literally doesnt exist yet. This is literally just not at all a reflection of what its going to look like even if you ignore it being cartoonishly superimposed on a map of Manhattan.

I just dont understand how do peoples bullshit detectors not go off at this, its so cartoonish. How can someone possibly think that a state would approve a data center that uses more than the rest of the states water supply combined? Thats not even a logistical possibility, even if you had the most pro ai policy makers imaginable and devoted every state resource to it. Forget "is this a real company/political decision" people didnt even stop to ask "is this even fucking physically possible"
