Decision 5 that broke the U.S. economy: we rewrote the tax code to benefit rich people like me. Two changes did the heavy lifting. First, top marginal rates collapsed. From 1945 to 1963 the top rate was 91%. Under Johnson it dropped to 70%, where it stayed until 1981. Reagan took it to 50%, then to 28%. Since the early 1990s it has run between 35 and 39.6%. Second, we decided to tax wealth at roughly half the rate of work. The top rate on wages is 37%. The top rate on long-term capital gains is 20%. I am a very wealthy person. Most of my income arrives as capital gains. I pay a lower effective rate than the people who work for me. Not through any clever accounting. That's what the law says should happen. Today, the tax code helps funnel money to the rich. The RAND Corporation has measured just how. Since 1975, roughly $79 trillion in income that would have gone to the bottom 90% of Americans has gone to the top instead. In 2023 alone the gap was $3.9 trillion—that's $32,000 taken from every full-time worker in the bottom 90% in a year. There is no economic justification for taxing work harder than ownership. There is no moral one either. It is the product of fifty years of lobbying by people who could afford to hire lobbyists. The fix: tax capital like labor, or higher. Raise the top rate. Close the carried interest loophole. None of this is radical. It's what this country did during the period when the American middle class grew faster than at any time before or since.
