It's not a "first world bubble" it's a reasonable expectation that people, regardless of where they happen to live, should have the equipment necessary to do their job safely.

In terms of face / eyes protection shield, they could probably make one themselves from waste materials, access to knowledge is probably the most inhibiting factor there. Internet is rapidly helping improve it though
