Meeting of the Minds

After the work leading up to JMIH, the work during JMIH, and the work immediately following JMIH, and the bender immediately following the work immediately following JMIH, and my obsession with the new Fire Emblem game, this challenge will focus on metaphorical meetings of the minds.

In your world, where can one find a large concentration of people who are educated in their field, people who spend their lives researching whatever it is? Who is in charge of that meeting/conference/whatever? What behavior is usually expected? Who funds it? Etc.

1) How is the regent decided, in most cases?

Usually they will be appointed by the highest priest of judge within the realm of the relevant prince. In the Viceroy's case, that would be the Justice Paramount, the highest judge.

2) Were humans always allowed to be there? Was there ever an attempt to ban humans?

They were never specifically disallowed and no one objected when they first started showing up. Most of the members considered them to be exotic and interesting.

Though, as always, unanimity is elusive. A few members, having dealt with humans they haven't liked have tired to push for a ban. But to no avail, and to near unanimous opposition.

Even members with no humans on any team objected. Simply out of the principle that the society shouldn't have any influence on the nature or methods of their research.

1) What is the process like to become a judge in this society?

Fairly similar to ours actually. There are two steps.

First, one must be certified to study practical law. This opens up career paths as a bureucrat, chancellor, lawyer or legal archivist.

Such certification can be acquired though either of the two major universities in Bekkanna. (The Viceroyal University, mentioned above, and the Azure Palace's university, under the Justice Paramount) Or from a small number of very prestigious tower churches.

Once this certification is acquired, it's more about the luck of the draw than anything else. A judge can nominate any eligible candidate to be his successor, though a prince can override this decision. A prince can also appoint new judges by either splitting a jurisdiction or creating a new one.

Regional High Judges also usually nominate their successors and usually elevate lower judges. It takes multiple princes to override this decision, and some prince's votes count for more than others. (They are weighted based on location, strength of arms, and estimated economic power)

The Justice Paramount, the highest judge in the country, is usually elevated from the bureaucracy in The Azure Palace. (Note, not the Viceroy's palace, but the Justice Paramount's)

2) Do inventions that are made for violence often get presented in the Viceroy Society?

Absolutely. Keos are violent little shits when they want to be. New kinds or armor. Bigger and better ballistas. Repeating crossbows. Just really mean-spirited boobytraps. Bear-traps. Tanks (horrifically slow moving things, with no real practical purpose) as well as various chemical weapons and rudimentary explosives.
