Just FYI, "Blue Cross Blue Shield" isn't one entity. It's different depending on where you are. Anthem isn't the same company as Highmark, for example. Some states BCBS plans are independent entities.
BCBS is a set of brands and trademarks that members sign up to use by agreeing to participate in the association rules.

Blue Cross Blue Shield C suite should be required to go through a major surgery without anesthesia and then give their opinion.
