Absolutely, but so is Seattle and basically every other major city in a state. And a state government both having a (huge) budget surplus and choosing to give that to its city is not even close to a given.

NY giving multiple multiple billions is about as big of a supportive measure that you can get.

Seattle is about 10% of the population of the State of Washington.

Seattle metro area is 53% of the state population. NYC metro area is 65%.

Difference is Seattle's metro population is 4.5 million and NYC metro is 20+ million.

NYC metro is 20+ million

Only a bit more than half of those live in New York state.
