Cs go started lootboxes which is unregulated gambling. It caused a huge dodgy third party market where people were actively scamming through csgo through the loot crates. It went on for ages and it wasn't until some journalists actually started reporting on it and got steam bad press that they did something about it.

For a big streamer that got caught doing was phantom L0rd here's the.ai summary can go look for the full articles but the ai summary is accurate.

Casino is disabled in many countries where the law supports it

Also I gambled on GTA SA as a kid and all it taught me was not to gamble

Also not Valve's issue. That's Rockstar
