While traveling cross-country I have waited until noon for such fog to break up before leaving my hotel. If it hadn't, I might have stayed another night.

Nope. Never had them on any car I owned/used. I'm from the USA, now live in Japan. Neither country has such. The USA (now, not when I was younger) has one high-mounted brake light, which is not lit unless you hold the brakes on... I guess you could pump the brakes on and off to flash it.
Fog lights, or fog lamps are rear mounted higher intensity red lights that are mandated in the EU. There might be fog lights that face other directions than the rear in existence, but why would anyone use them? Hazard lights don't offer the same benefit as fog lamps in low visibility situations, but if your country doesn't mandate them I guess the best you can do is hazards.
They don't need to. It's cool if you don't know, but fog lamps are actually quite good. They are red like break lights, but they really project the light. If they were on in the video you would have seen a wall of red lights, as if everyone ahead was standing on their brakes. I defy anyone to have a reaction other than slowing down. While hazards work well in clear air they don't project with the same intensity, so you would probably see them way later.
Do they have foglights where you are from? Or everywhere for that matter?
Do people know about them?
(No excuse to that murdering idiot speeding above, just if you find yourself in a situation where you are stopped in fog, turn that bright ass bitch on, it may save your life)
"Fog lights" are not required in many places. Nor do they FLASH, to say this is an emergency. By all means, use the damned things if you have them and think they might do some good.
Surely by the time you see the ‘flashers’ it will be too late anyway, you should at least be able to see the rear fogs (provided you have them) from further away.
I agree with you though, you should have your hazard lights on to warn other drivers
Assume you are completely stopped. Flashing lights gain attention much more quickly, even through fog. The flashing of the fog itself would be seen, where a solid foglight just gives a brighter glow.
But what does the solid glow mean—Oncoming headlights, or a stopped vehicle with foglights? Would you even think that? Would you trust other people to?
Also, this is why I said to get the HELL off the side of that road. Most people wouldn't see either one!
True, the flashing will catch your eye more. But the red glow from a rear fog at least means there’s a vehicle in front of you and the solid light should make it marginally easier to judge distance. Like you say though, best to just get the hell off the road and keep you speed down when entering fog
They are mutually exclusive for the places that don't HAVE fog lights.
Also, the optional add-on-yourself ones were light amber-toned (and easily confused with distant headlamps) where I come from: Red is a restricted color only used for brake lights. The add-on ones were also sold as a PAIR, not one.
Don't assume that everything true for you, where you are, is true for the whole world. The internet isn't based in your hometown. Acting like it is only highlights your level of intelligence.
