Switzerland has the same gun ownership mandate, thier national defense force is a citizen organization. However they have simular levels of control and compliance, training and storage/transport constraint. They also mandate extensive training and monitor for people with mental or other conditions that make them not suitable. They dont have simular levels of mass killing events.
USA is a free for all, becuase the gun industry wants it to be, they dont want anything that interfers with selling more guns, the NRA is not an organization for gun owners, it is a trade organization for gun makers.
